9. NHS Trusts/FTs - Reference Costs Collection 2013: The reference cost collection runs from 24 June to 25 July. The DH Reference Costs Team have prepared an FAQ of frequently asked reference cost questions that DH and the NHS TDA have received to date. Questions and responses are presented in alphabetical order by subject. The FAQ is located within the “Frequently Asked Questions” section of the site and will be updated on a weekly basis until the collection closes. (17 May 2013)

This guidance details the sign-off, approval and publication requirements for the Annual Reports of PCT and SHAs and supersedes existing guidance contained in Chapters 1 and 2 of the Manual for Accounts. 9. PCTs and NHS Trusts: inter-authority analysis of expenditure. On PCT/TRU06 forms a validation rule (PCT 06-13 and TRU 06-03) checks that the inter-authority expenditure analysis agrees to the detailed I&E agreements analysis at PCT & TRU98 in aggregate. In some cases bodies have submitted returns where the validation rule is satisfied but there remain inconsistencies between PCT & TRU98 and PCT & TRU06 at the SHA/PCT/WGA/Trust etc level. Bodies are reminded that the check totals for each cell (for PCTs cols N to AE, row 138; and for trusts cols I to Y row 54) must each show zero to evidence agreement at entity-type level. 5. All NHS bodies - ill-health retirements. NHS Business Services Authority has provided a listing of numbers of cases and values for early retirements on the grounds of ill health. NHS bodies will need these figures for the relevant disclosure notes in their Annual Reports and Accounts. Figures in respect of 2012-13 and 2011-12 have been posted to individual bodies' pigeonholes today. Any individual enquiries from organisations should be directed to NHSPensionsFinance@nhspa.gov.uk with the organisation name and NHS code using the title “Ill Health Statistics 2012/13” (15 April 2013).

4. SHAs & PCTs: Financial closedown. Urgent - Reminder Notice for Submission Dates for April and new guidance have been posted to the Trasnsition guidance section of FAQs (12 April 2013)

3. All NHS Bodies: some entities have queried some 2011-12 comparator and 1 April 2012 opening balance figures with which the year-end FMA forms are pre-populated. Guidance on this issue is given in the Manual; Q4 FMA completion guidance and the covering letter to the "Chapter 6 linked accounts format". This last document is accessible in "downloads" and accompanies the linked Excel accounts formats. (9 April 2013)

2. PCTs: An updated version of the linked accounts pro-forma has been posted to the "Manuals downloads" section. This corrects some incorrect links - an accompanying Word document details these. PCTs may wish to use the new file, or amend the original pro-formas manually to correct errors (this may be preferable where data has already been entered into the pro-forma file). (9 April 2013)

This is a one-off table inserted on PCT62, TRU62, SHA62. Please note the costs relate to 2010-2013 (3 years). The table collects data on the costs of contributing to the Francis Enquiry into Mid-Staffs NHS Trust. Completion of the form is mandatory for all NHS bodies. A draft layout of the form and guidance for its completion have been added to the section for 2012-13 FMA Q4 Guidance for SHAs, PCTs and NHS Trusts.(28 March 2013)

5. PCTs and NHS Trusts: Guidance on the completion of PCT/TRU87 forms. Guidance on the use of the PCT/TRU87 series of forms has been posted to the "downloads" section under "2011-12 Q4 FMA Returns - Guidance". 2. Primary Care Trusts, NHS Trusts and Foundation Trusts - Re-statement of Accounts under Merger Accounting requirements. Revised 2010-11 FMA forms have been issued, via pigeonholes, to those PCTs and NHS Trusts known to be affected by the changed rules on merger accounting in 2010-11. It may well be that other entities will need to re-state brought-forward balances and adjust 2010-11 accounts in respect of transfers of functions (whether under "Transforming Community Services" or otherwise). It is essential then that PCTs and NHS Trusts should consider the need to apply merger accounting and, if they do need to do this in 2010-11, check that they have received the revised FIMS forms that allow merger accounting adjustments to be made.

A spreadsheet has been posted to FAQ All NHS bodies. This lists all the entities known to require new FIMS schedules to comply with merger accounting rules. If your PCT or Trust name is not on the list, and merger accounting is necessary in your entity, please notify the FIMS section immediately (see the FAQ for contact details).

We would be grateful if NHS Foundation Trusts would also let DH know if they are parties to a "transfer of functions" arrangement but are not listed on the spreadsheet. Although DH does not issue FIMS schedules to FTs, it is important for DH to have a full understanding of the transfers that have taken place across the NHS, and information from FTs is essential in providing this. NHS Trusts & PCTs Visitors from the EEA and Switzerland provided with NHS treatment - reporting arrangements: From 12 October 2009 the Department of Health will change the arrangements by which NHS Trusts should record and report treatments (including planned treatments) of visitors from the European Economic Area (EEA) and Switzerland. New guidance has been added to the Download section under 'NHS Trust - Detailed Guidance', Chapter 22. Wherever possible, the European Health Insurance Card (EHIC) details of visitors from the European Economic Area (EEA) and Switzerland who are provided with NHS treatment should be recorded and reported in order for the UK to claim back the costs of treatment. E112 details are also necessary for the UK to claim back the cost of planned treatment. (9 October 2009)

Accounting for NHS LIFT under IFRS - updated model and user manual: The user manual and worked examples' has now been updated to reflect all the updates made to the model since it was originally published on 6 June. A second, marked-up version of the manual is now been included to assist users identify updates made to the manual since it was originally published on 6 June. There have been further updates made to version 2 of the model published on 22 June. This includes functionality to process multiple revaluations to buildings and land. (24 June 2009)

They had restricted the capitalisation of internally developed intangible assets to those used directly in delivering services to the public but this restriction has been lifted. 4. Special Health Authorities - Manual for Accounts. In view of the disparate nature of SplHAs' businesses and reporting requirements, no SplHA-specific Manual for Accounts will be issued for 2007-08. SplHAs may find the PCT, NHS Trust and SHA Manuals useful sources of guidance, and may wish to draw on the proforma Annual Accounts forms when drafting their own versions. The guidance on the Annual Report in the "shared chapters" section of the Manual for Accounts will also be useful. Also in the "shared chapters", the guidance on intra-NHS agreements of balances should the followed. The Treasury FReM should also be complied with, and Treasury's "Managing Public Money" provides wider financial guidance (13 February 2008)

3. All NHS bodies - Capital Accounting Manual (CAM). This is to advise that there is no CAM for 2007-08 and beyond. Guidance on capital accounting issues has been included in Chapter 3 of the 2007-08 Manual for Accounts in accordance with Audit Commission recommendations and current DH policy to issue "principles based" guidance. (13 February 2008).

All NHS bodies - International Financial Reporting Standards and the NHS A new area of this website has been set up under the 'download' section for guidance on the move to International Financial Reporting Standards (IFRS). Four items previously issued and two new items have been brought together in this area. Further guidance will be added as and when it becomes available (2 November 2007).

June 2007

1. All NHS bodies - VAT: as the new VAT Contracting Out Services Direction has not yet been issued, an advance notice received from HM Revenue and Customs has been added to the Newsletters/Financial Matters section of the website. This advises changes to two headings that may allow recovery of VAT previously irrecoverable, backdated to 1 April 2006. If recoveries in respect of 2006/07 are due, these should be included in the May 2007 return which must be submitted by 2 July (8 June 2006).

December 2006

2. All NHS bodies: revaluations of land and buildings. Some NHS bodies have commissioned, or are considering commissioning, revaluations from firms of valuers. It appears that in some cases the valuation bases and assumptions adopted, particularly with regard to economic lives, differ from those used at the 2005 national revaluation. Concerns have been raised about consistency within summarised and consolidated accounts, compliance with the Treasury FReM and budgetary distortions. It is not the Department's intention that NHS bodies within the same summarisation or consolidation boundary should use different methodologies to assess values or remaining economic life. Where there are sound estate management reasons for additional revaluations post-2005, care should be taken that valuations thus commissioned are prepared on the same basis as those provided in 2005 and comply with methodologies specified by the Department to the Valuation Office Service in that and earlier National exercises (18 December 2006).

2. NHS trusts: Accounting guidance for the EU Greenhouse Gas Emissions Trading Scheme had been added to the Frequently Asked Questions section (22 March 2006).

1. All NHS bodies: IMPORTANT - Amendment to the NHS Capital Accounting Manual: impairment of land and buildings prior to disposal. A FAQ has been posted to "all NHS bodies". This requires that a building and underlying and associated land are treated as one single asset when calculating impairments on a change of use prior to disposal. This has funding implications, as impairments on property disposals may be lower in some circumstances than under the previous accounting policy. The amendment applies to 2005-06 and NHS bodies that have disposed of land and buildings this year will need to review the accounting entries around those transactions (17 March 2006).
