Public sector payment policy
7.2 The NHS Executive requires that health authorities and NHS trusts adhere to the Government's stated Public Sector Payment Policy (PSPP) which is that all central government departments and their agencies are required to:
comply with the CBI Prompt Payment Code & Government Accounting regulations;
set out in their annual reports & accounts their payment policies, and state whether they have adhered to the principles of the CBI code;
publish detail of their payment performance in their annual reports & accounts; and
publicise their arrangements for handling complaints about failure to pay on time.
It should be noted that Government Accounting regulations require that all bills are paid within contract terms. Where no contract terms exist then bills should be paid within 30 days of the receipt of goods or a valid invoice, whichever is the later.
7.3 The NHS Executive also requires NHS trusts to send information on compliance with PSPP to Regional Offices on a quarterly basis.
